About SunROC

SunROC is the Regional Organisation of Councils for the Sunshine Coast region.

The participating Councils are:

  • The Caloundra City Council
  • The Maroochy Shire Council
  • The Noosa Council

 

Each Council equally contributes to the operation of SunROC, which operates under a Charter signed off by all Councils.

 

The Chairmanship of SunROC is rotated between the three Mayors. The current Chair is Cr Don Aldous, Mayor of the Caloundra City Council.

 

SunROC meets every two months, the delegates being:

  • The three Mayors
  • The three Deputy Mayors
  • The three CEO’s of the Councils

In May 2002 SunROC appointed its first Executive Director, Graeme Pearce, to manage the organisation.

In November 2006 SunROC was incorporated as a Company (SunROC Pty Ltd) and each member Council holds one share in the Company. The Directors of the Company are the three Mayors, the three Deputy Mayors and the three Council CEO's.

 

SunROC Mission Statement

"SunROC will be known as the pre-eminent lobbying organisation for the regional interests of the Caloundra City Council and the Maroochy Shire Council and the Noosa Council, through effective lobbying and council co-operation, the Sunshine Coast will have the best physical infrastructure of any region in Australia.

"This in turn will achieve the highest standards of economic, environmental and social infrastructure for the region and the quality of life of the citizens of the Sunshine Coast."

Action Plans

SunROC has adopted key strategic actions for the period 1 August 2006 to 31 July 2007.

The key plans are in the groupings of:

  • lobbying and advocacy for the region
  • physical infrastructure
  • intra regional cooperation

Operational Arrangements

SunROC’s operational arrangements are:

 

Project Committees

These are established to achieve the agreed outcomes for Action Plans. Membership of the Committees involves Councillors and senior managers from all three Councils, and representatives from other relevant organisations.

The Committees are:

  • The SunROC / State Transportation Committee - the vision is : "To develop for the Sunshine Coast community, innovative and sustainable transport systems and choices that will change current travel patterns, to enhance the enviable quality of life of the region".  The Committee has completed SunTRAN 2007 -  The Sunshine Coast  Integrated Sub-Regional Transport Plan.

  • The SunCoast Broadband Committee - the Commitee has overseen Stage One of the Sunshine Coast Broadband Infrastructure Project and is monitoring applications under the Connect Australia Program for Stage Two of the project. Web Site is: www.suncoast_broadband.net.au

  • The Sunshine Coast Regional Recreational Facilities Working Group - The Group is monitoring the implementation of the Regional Recreation Facility Study 2006.
  • The Tracks and Trails Project Committee - This Committee is monitoring the implementation of the Regional Tracks and Trails Strategy 2003 with particular emphasis on the Sunshine Coastal Pathway - a 96 km pathway from Bells Creek at Caloundra to Terwantin in the Noosa Council.

  • The Red Tape Reduction (Business Easy) Committee - This Committee is overseeing the Regulation Reduction Fund program funded by AusIndustry to reduce red tape for small and home based business and to harmonise Council local laws and regulations across the Sunshine Coast.

  • The Sunshine Coast Business Diversification Project Committee - This Committee which is auspiced by the Maroochy Shire Council with SunROC financial support is implementing the Regional Economic Development Strategy 2004 to divesify the regional economy of the Sunshine Coast to broaden the employment and economic base of this lifestyle region.

Management Committees

Achieving the objectives of SunROC requires strong and effective inter-council cooperation between senior management of the three Sunshine Coast Councils. The Standing Committees of SunROC are:

  • The CEO Group - the three Council CEO's meet prior to the SunROC Board Meeting to review the SunROC operations and the Board Agenda.

  • The Economic Development Managers Group - the Economic Development Managers with senior executives from: Caloundra City Enterprises, the University of the Sunshine Coast, the Sunshine Coast Area Consultative Committee and the State Development Centre meet to review the implementation of the Economic Development Strategy 2004 and the Knowledge Economy Strategy 2005.

  • The Infrastructure Managers Group - the Senior Strategic and Transportation Planners with the University of the Sunshine Coast meet to develop a co-ordinated strategy dealing with major infrastructure issues including climate change implications.

 

Strategic Alliances

Alliances have been established with existing organisations, for SunROC and the organisations to work together to achieve mutually agreed strategies. In particular SunROC has developed strong alliances with the University of the Sunshine Coast, Sunshine Coast TAFE, the Sunshine Coast Area Consultative Committee, Tourism Sunshine Coast, the State Development Centre and the Sunshine Coast Business Council.


Government Relations

SunROC is the principal lobbying organisation for the regional interests of the three Councils.

As such, the SunROC delegates and Executive Director work with Commonwealth and State Governments to ensure appropriate funding is allocated for the Sunshine Coast region.

The three key infrastructure areas currently being addressed by SunROC are:

  • Funding for the Regional Tracks and Trails Network
  • Telecommunications
  • Transport infrastructure
